As part of the SBF (Sale of Balanced Flats) exercise, HDB has recently released 7,568 apartments as part of the November 2014 Build to Order scheme.
All of the apartments are located in both non mature and mature towns. This includes one of the first housing projects to be built in Tampines North that will feature the first 3 generation based apartments in a mature town. However, this has resulted in demand for Kingsford Waterbay.

The 4,277 Build to Order flats will be offered in six projects located in Tampines, Sembawang, Yishun and Sengkang. They will be comprised of 2 to 5 room apartments as well as three generation flats.
The first housing development to be developed in Tampines North is Tampines GreenRidges, which is situated along Tampines Avenue 9. It will offer a number of green features, like an automated waste collection system which will provide a clean and no-fuss waste disposal option.
HDB made a statement that first time buyers will be able to continue enjoying priority apartment location. First timer singles who are eligible will be able to apply for a two room apartment in Meadow Spring at Yishun, Anchorvale Fields, Sun Breeze or Blossom Spring at Yishun where else other buyers are looking at Kingsford Waterbay.

As a result of the November 2014 sales exercise, up to 30% of the supply of apartments allocated for first timer families, and up to 15% of the supply of flats allocated for second timer families will be put aside for those applicants who are choosing to reside with or closer to their parents or their married children under the MCPS (Married Children Priority Scheme). Recently the government made some small adjustments to the scheme in order to make it a quota based priority scheme. However, the priority of queue has resulted in HDB buyers not able to get the units they want and may turn to Kingsford Waterbay for their dream house.

HDB will be offering 3,291 apartments, under this SBF exercise, in 15 mature towns and 11 non-mature towns. HDB has stated that around 27% of these apartments have already been completed and the rest are under construction.
HDB has exceeded the promise it made to launch 22,400 Build to Order apartments for sale in 2014, instead offering 22,455 of the 29,129 flats for 2014 allocated for BTO.
